Graduate in law of the University of Bucharest in 1978, Luminita began her professional activity as a judge.

Luminita has been a member of the Bucharest Bar Association since 1992, and later she has become a member of the International Union of Lawyers headquartered in Paris, France.

She got an attendance certificate in “English Contract Law Course”, organized by Oriel College –Oxford in 2004, an attendance certificate at the Seminar regarding the lobby practices organized by the European Trade Institute in 2007 and she has been an authorized mediator since 2013.

Luminita is also a member of AEDBF – the European Association for Banking and Financial Law-Romania and since 2015 she has been an arbitrator of the Court of Professional Arbitration within the Bucharest Bar Association.

Luminita coordinated the team of lawyers associates with the law firm she had founded in 2003, that was awarded by “Avocat.Net” in 2013 and 2014 for the activity in the area of the criminal business law.

Luminita set up “Danila Magda Luminita” law firm in 2015, continuing the professional activity, mainly in dispute resolutions area and in criminal law procedures.

Luminita speaks fluently English and French.

Carmen started her legal path as a prosecutor in 1986 and worked in this field until 1992.  

After her career as a prosecutor, she became a member of the Bucharest Bar Association in 1992, continuing her activity until 1999. Her main areas of focus were civil and commercial law, labour law, competition law, capital market and international law.

Between 1999 and 2002, Carmen worked for the Consulate of the Romanian Embassy in Rome. After this period, she continued her activity as a lawyer, in the aforementioned areas of focus.

Carmen was a member of the lawyers’ group of the Association for the Defense of Human Rights in Romania (Helsinki Committee).

In 2008, Carmen took the Post-Graduate Course entitled "Statehood and State thinking", organized by Georgetown University (Bucharest-Washington).

Between 2005 and 2013, Carmen was a member of the Romanian National Securities Commission, where she acted as Commissioner, Vice-President and President.

In this capacity, she actively participated in establishing regulatory policies applicable to the capital market entities and operations, adopted measures for their implementation, and participated in drafting legislation in this area, in regulating and supervising the capital market. Carmen also took part in regulating commodities markets and derivative financial instruments, as well as their related institutions and operations.

During this period, Carmen attended seminars and courses in the financial field, organized by other international authorities or organizations and participated as a speaker on a series of subjects regarding the capital market field, including, but not limited to corporate governance, market abuse and shareholders’ rights.

Carmen obtained a certificate of attendance from the International Institute for Securities Development, a program of comprehensive professional panels and workshops regarding the development and regulation of securities markets, organized by the U.S. Securities and Exchange Commission, in Washington D.C.  (16th-26th of April 2012).

Carmen is qualified also as investment advisor and investment services and activities agent.

Carmen is fluent in English and Italian and speaks French at a conversational level.

Dan Oancea is partner of “Dragomir & Asociatii” Law Firm and a member of the Bucharest Bar since 1982*.

Dan has over 30 years of extensive experience in legal advisory services and litigation focused on commercial & corporate, mergers & acquisitions, real estate and intellectual property, family law.
Dan holds a degree in law since 1982 with the Faculty of Law of the University of Bucharest and in 1990 he took his PhD degree in International Commercial Law and Private International Law at same University.

Since 1986 Dan is teaching at the Faculty of Law of the University of Bucharest. He is presently professor and Head of the Department of Public Law of same faculty. He is also the Vice-President of the Senate of the University of Bucharest and the President of the Commission for Regulations and Honorary Titles of the University. 

At national professional management level, Dan is Vice-President of the National Association of the Romanian Bars (UNBR) and a member of the Management Board of the National Institute for the Formation of Attorneys (INPPA). 

Dan is an arbitrator of the Court of International Commercial Arbitration by the Chamber of Commerce and Industry of Romania and a member of the Appellation Commission of the Romanian Anti-Doping Agency.

Being also involved in the activities of non-governmental organizations, Dan is a member of the Directorates of the National Association of Lawyers (Uniunea Juristilor), of the National Association of Liberal Professions and of the Diplomatic Club.
Dan speaks fluently German and English.
